The FDA may soon ban all OTC skin-bleaching products.
Hydroquinone is currently the only skin-lightening ingredient approved for OTC products and cosmetics (Esoterica, etc).
But the FDA believes hydroquinone may be unsafe for OTC use. It's already banned in Australia, Japan, and some European countries.
