Oral phenylephrine doesn't really relieve a "stuffy nose"... likely because it isn't absorbed well into the bloodstream.

But patients often reach for phenylephrine because it's an easily accessible OTC. It doesn't require the extra steps of getting it from behind the counter or by Rx...like pseudoephedrine.
