Oral antihistamines (cetirizine, etc) are usually used first for mild, occasional symptoms...especially sneezing or itching. They work well "as needed"...since they start working within a couple hours.
Intranasal steroids (fluticasone, etc) are used instead for more severe or persistent symptoms.
